According to some reports, yes they do.

In my honest opinion, I think that they are checking the APK/IPA signature among other things like altitude, speed, pokemon catch ratio, etc. If they are indeed matching the signature there's no way to bot even with human like settings, the server will insta flag you for review because it knows you're not logging from the official client. That would explain how they are catching everyone, even if they keep at a low speed and correct paths.

i doubt anyone at Niantic is actually reviewing the banned account requests players submit.
Why invest manpower and money into it. I doubt a single person, both guilty or innocent, will get their accounts reinstated
