I ran my own bots on my multiple servers across the US. But the main one that was banned was the home ip one where I ran it day in day out for weeks.

Everyone go check Twitter.. a LOT of accounts are tweeting out the EXACT same thing... Players have begun to be perma banned, etc, etc.

Well programmers found a loop hole, which isn't particularly safe. It uses some sort of a fake API to make requests to the server... and I wouldn't be surprised if this was their way of flagging every account that has a history of sending these fake API requests to the server. So in other words, Niantic knows of every account that has been botting since they closed out third party clients.
Consider this ban wave the first move that Niantic is making, or in other words a real warning. I personally believe that the purpose of this ban wave was to really give everyone a warning of what they are fully capable of doing in hopes that people would stop botting. Their old softban was meant to do the same thing, but we found a way around it and didn't really consider it much of a threat. Every account that was soft banned for this catch flee thing is without a doubt flagged on their servers. Niantic has a bad reputation of banning accounts without ever worrying, because they believe they have the best intentions. That's what they did with Ingress. I guess this ban wave was the real attempt at trying to get people to stop botting. I wouldn't be surprised if Niantic takes even more drastic measures with Pokemon Go in the future and goes full throttle.
Even if you think setting it to human-like settings, it really won't help. Human like settings get you around 15K exp per hour, which is a joke... is it really worth it?
So personally, I wouldn't risk botting at this point unless you've got nothing to lose.

15k XP an hour is completely safe. I can get more than 15k XP an hour legit. The only time is isnt safe is when you run it for hours on end. Either way, you are right in terms of the server requests. I just hope this is a warning for most, not perma ban.

I got an account unbanned, my second acc, one that had the log in error, NOT one with the pokestop thingy. Fun fact this was an acc that I was testing on, with ridiculous settings on necro
Edit. my lvl 32 acc still has the failed to log in, it was my main also...
Edit2. managed to catch a pidgey, 2nd try, everything looks normal

First, i wanna say i'm not good in english 
My main acc was banned around 10 AM (GMT +7) yesterday. Yes, it's catchflee ban.
Last night, i checked again around 11 PM using necro, emulator, and mobile, and still banned. Skip.
This morning, around 06 AM, try using latest necrobot and it's already unbanned.
Still doing bot right now and it's fine. You guys should give it a try

People have been saying on twitter that people that aren't even botting are seeing this "failed to get data" message and peoples accounts that have been inactive for over a week are also seeing this message.

im not going to listen to these fools that said they got in after the log in error. Most of these guys has broken english and are the types that ask the same questions over and over on how to use a bot.

So is the "Failed to get game data from the server." message a permanent ban or not? And if not anyone found a way to fix it yet or not?

Yeah, and that can very well just be because of the server issues... But I'd like to say that they are more than likely lying. All I know for a fact is that a majority of the people who have been getting this error are the people who have been botting. And I also know for a fact that Niantic knows of every account that has been botting since it goes across their own servers. I can't imagine a team of programmers that aren't able to identify such accounts.
