No, it will only verify if you use the default domain.

tried creating 15 accounts with v1.1, the progress box said it accepted the TOS, but none of the accounts scans showed up pokemon/stops/gyms. I then tried 1.1 and 1.0's accept TOS only feature, still no go.

I still have to manually login to each account to accept TOS.

It accepts the TOS on the PTC website required to play Pokémon Go. The game probably has another flag if it has displyed the TOS window rather than check if it is actually accepted on the first login. Even before this I could run the accounts fine in bots. If the accounts don't show anything in bots then it sounds more like an IP-ban. Otherwise go to the discord channel and describe the problem to @TwinFuture.
