Niantic is not checking for sniping currently, so no, you will not get a ban for using this if you use it right to not trip any of their existing detection methods.

What kind of detection methods are they using now? All my sniping accounts have been banned even though I only snipe like a few a day manually. Are you supposed to only snipe close proximity locations? Please explain thanks.

Literally read what it says. That Pokemon is either not there anymore (spawn timed out) or you are API limited. Try a different pokemon.

Isn't work try to catch another pokemon. I always get the message "you are API limited". why??

Check your config. Don't be too greedy and set a lot type of pokemon to catch. Limit yourself to 2 or 3 type, or even only 1 for pokemon that pops often on list.
Better use manual sniping in my opinion, by clicking the link on website/feeder.
