Explain what happened: Anthony Ziegler bought 2 accounts from me, lies about 1 of the account doesn't work, although I checked both accounts 1 minute before giving them that they worked perfectly.
Then he blackmails me to refund him, give new account, or he will chargeback on PayPal, which he did.
This was expected because buyer acted strange and refused to pay with "Gift" option so he can't open "non-received" disputes. He also denied to show screenshare video on Skype when I asked.

Here is the proof of being unable to merge the first account and then being able to merge the second account just fine. I put a charge back in for half the amount I paid for as I explain, even in the dispute, that he provided one working account. The second one seemed to be already merged.

I have done business with other individuals that do this same type of thing and have not had a single issue. I never had an account that couldn't be done.

So I made a battle.net with name Anthony Ziegler, told GM that I have memory problems, and asked them where I merged the account "chickenwingit".
