Bought 2 characters (already on new account) from him on 09/05/19, on next day acc with them got permabanned. He resold this account from another person with full responsibility - most likely he or original owner had recalled the chars, since OO's main acc was untouched. First he promised to contact OO to help out, but nothing was done. After it Kemany told me that he will chargeback money from owner's paypal, since he appeared to be a scammer. I gave him an additional month to sort refund. In a month he stated that he don't have any money, what a surprise. We arranged a payment plan on refund with him, but instead he sent few cents as a trolling and added me to ignore list.

Gave him more than 2 months to settle the refund and all he did was just trying to get away with it.
