Provide more information on what leads to the dispute: I bought hacks from him and after few hours using it i didn't like the hack so i asked him that we can refund it? i mean this hack is same like others and sometimes there hack were not responding he said that it's my fault i put wrong settings " since i was posting the write settings by copying paste from his discord " and then he said to me back in couple of days " HE WILL REFUND HE AGREED " and since yesterday he's not replying to me

Judging from the skype logs, Frantikz agreed on a refund. However he hasn't logged into OC for 19 hours and you said he hasn't been responding since yesterday. Perhaps something happened to him and he was unable to log in today?

Either way, I have notified him and given him 24 hours to respond as per usual.

I agreed to refund after user has had a chance to actually try different settings and see what worked for him, even though I don't offer refunds unless the bot doesn't work at all for a user and am unsure why he has made this scam report at all.

Well it seems the guy has no interest in using your software and wants to expedite the process.
So it seems at this point you can either refund him now or postpone it for 2 more days.
You still have to refund him as per agreement in the skype logs.
