No, not if the money is sent as a gift. Beware of paypal and virtual items unless you trust the vendor.

What if I send the money for goods sold ? or service and then tell them i never received it

With that, you have some leverage. It's all about how well you can convince paypal to give you the money back. If both sides say to paypal it was a virtual item, paypal will probably drop it and the scammer will win. However if you can twist your words to mean virtual item without calling it one, paypal may side with you. Like I said, paypal is risky business with people you don't know. If you want to be safe sell to a member with a ton of rep and vouches, they may pay less than individual buyers but at least they will not scam you or they risk losing their rep.
