Instead of top two comments there is a plugin I have seen other forums use that allows users to rate posts then readers can filter posts out by rating

This sounds like a better idea than the OP's suggestion. This could work if you could avoid people leaning towards +Rating rather than +Rep instead, but neither idea really seems necessary. It's not WoWhead where we have hundreds of information on things; I've never had a problem finding the information I'm looking for here on OC.

To be honest It seems fine the way it is now, there's no need to add top 2 comments because then it'll feel too much like youtube and will encourage people to post useless posts (even more so than now) and will cause more work for the mods.

It's fine as it is, in massive threads the OP normally quotes anything worthwhile and edits it into the main post.

If we're talking about the forum itself then I think it's a fail Idea, it wouldn't be forum anymore
If we're talking about articles - then yes, 100 times yes, it would help alot our readability, tbh homepage is pretty dead the way it is now.
It's sad when sometimes Jeremiah is posting rly good article and gets 0-5 feedback's (not even mentioning about mine crappy articles).
