Questions and Requests sections

I'd like to suggest closing off (Not hiding!) these sections from the usergroups "New User" and "Lazy Leecher".

Elsewhere untill they've constributed enough to earn the priviledge of asking something in return, even that though would be questionable since "Active Member" only requires 5 rep.

I'd rather see posts by leechers in the questions & requests forum than a ton of questions in any given [NO QUESTIONS HERE] section with the following content: "I can't post in XX-Section so I'm asking it here". Besides, why wouldn't we allow people to ask questions? I understand that we want to hide certain pay-for guides or generally more advanced topics from the first user but why would we hide a questions forum?

We've got an abundance of mods to enforce the rules and I thought it'd be a better representation of MMOwned if it werent filled with hundreds of unanswered threads.
