I think it's good that you've created an "Account Giveaway" forum, but why not rename it to like "Giveaway Forum" and remove it from the Scam Forum.

Then you can implent a rule in every forum that all giveaways should be posted in the Giveaway forum.

Just annoying to see all the giveaway threads spread around the forums.
