Cant donate with Paypal and problem with a thread

i dont have a creditcard on paypal, but i have money on my account and use a other card for it
how can i get the 15dollar 3 month thing

and

a user using my name in a thread "Christian Lechnowitsch"
he said i scam him, but the real thing was, he give me a script that was pretty shit and i get my money back
