OMG please resize that image. I used to get that error every now and then for some reason but I virus scanned or something and no more do I get it, and windows 7 love me, I didn't even have to give it anything! :O

(It's possible that you'll need to boot in safemode.)
Press [Win]+[R], type services.msc, press enter.
Find 'ATI External Event Utility' -> Properties; Click on 'Stop' and then select 'Startup type:' 'Disabled'.
Try it, should fix it.
This error seems also to be related to overclocking and temperature. If you're overlocking your GFXCard right now, stop it. If you don't you could also try to fix it with a bit overclocking.
Also look for the temperature of the GPU, speedup the cooler if needed.
For another solution you could also try to uninstall Catalyst Control Center, or just remove it from Windows startup.

Zomfg. And no, don't ask. - Dombo did it.
Try uninstalling the ATI drivers/CCC etc and let Windows install the driver and let me know what happens.

How do I make windows install the drivers.

Uninstalling = BSOD even faster.
