I haven't heard of a site offering truly free TLDs, at least the commonly used ones, since the late 90s. Admittedly, I haven't really been looking for them, though. Since escaping i-frame advertisements and killing ads is common knowledge now, they would have a really hard time monetizing the service. Some countries allow their TLD to be used for free, like .tk, but I'm assuming you don't want one of those. You really can't scrape together $9 to buy one?

Also worth noting here is the fact that many of the companies that offered these services before would often times take control of the free domains they offered after the user drove enough traffic to their site. For this reason I'd advise against using a free service, if you find one, for anything important.
