Problem with my Connection

Im currently have a Connection Problem.
I've been lagging around in games with high latency for 2 weeks.
Also, i havn't been able to download anything.

My Neighbour is controling our Internet, because we are sharing Connection with others.
But, he wasn't able to fix the Connection Lagg.

Is there any way for me to fix it myself, or?

Is it at certain times or all the time? Does he use it a lot for downloading, gaming etc? Are you two sharing the connection through a router, switch, wireless router?

Its like all the time.
I dont know what he is downloading.
Connection is through a Switch.

He could have used all the upload amount, which can just totally stop, but lag, would be because he is using all the power for his computer. So its just because he's using all the power.
Get your own internet connection, or your stuck like this.
