How come noone can +Rep me?

It doesnt show up in hte bottom corner for anyone to rep me Which is bad news to say Ive tried to contribute and people keep telling me they cant because theres not +rep button??

Changed password.
Reset password.
Changed profile.
Changed password again.
Changed avatar.

Looks like im not the only one having problems tho. Couple of posts down someone else is having hte same issue.
