Sig lacks depth and clarity. The Render is good quality, but not blended well. Text is pretty good. Just work on your comp, you've got a good start.
I don't really like giving out ratings....

Ya lowering opacity can help. Try this:
With the "rain layer" active, CTRL+CLICK on the [image of in the layers palet] the "bio shock/render" layer. Go to Select>(Modify>)Feather @ about 10px. (Depending on what version of Photoshop you have, feather may be in a sub menu or it may not be).
Try it out. If you hate it, well I tried.

The rain just isn't realistic... And you should have higher contrast on the render.

rain needs to be more transparent like real rain

Its alright, Julian is right, your composition is off, and its a vital part in imagery.
if you notice, they seam to be shielding themselves to the right hand side upwards, but the rain is coming in from the other direction, just small things like that.
But keep at it and you'll get a real knack for it. Good job
([Photoshop] Good rain tip: Create New Layer > Colour it Black > Add Noise to about 10/15 > Filter - Blur - Motion then angle it correctly. Then alter the Opacity.)
Also if you want to get rid of some rain for it alter the Levels RGB.
I also advise doing two layers with different density to apply depth into the image.
