[Help] How to make App Glows in photoshop cs4

You see how they have a brighter top than the button? how do I do this in photoshop in some of my art works?

Circle marquee tool/lasoo, transparent to white gradient overlay 65% opacity. Then opacity of the whole thing is like 49%

Opacity doesn't matter too much as in the percentage. but just Maruee tool + opacity.

Marquee tool select, fill with white. De-select with Ctrl+D. ctrl-click the thumbnail of the layer you want the glow to be on to select it. Press ctrl+shift+I to invert the selection, hit delete while still on the white fill layer. Set the opacity to ~50-60 % and use overlay/soft light if needed.
