Here is a method I use for making sigs...

First off you need to make a new document
Here are the settings I used
Now Fill the Backround with back
Edit > Fill
And place your render anywhere on the document
Next you need to duplicate the render a few times and place them randomly around the document
To duplicate render a fast way press (Ctrl+Alt+Left mouse) and drag
Now you will notice you have many layers of the render, Now merge all the renders (Not the black backround layer) together and make a new folder in the layers pallet (Folder icon in the bottem of pallet) named backround and move all the layers into it including the black backround layer
Put a Gaussian blur of about 1.5 to the merged render layer
Filter > Blur > Gaussian blur
Now add a Pinch with default settings
Filter > Distort > Pinch
Add a ripple with default settings now
Filter > Distort > Ripple
Next add a Twirl with default settings
Filter > Distort > Twirl
Add a Glass filter to the sig now with default settings
Filter > Distort > Glass
Then add a Gaussian blur of .5
Filter > Blur > Gaussian blur
Now duplicate the layer by clicking on it and dragging it to the new layer option near the bottom right corner on the layers pallet
Here is what your layers pallet should look like
Add a wind filter to the top render layer now
Filter > Stylize > Wind (Wind/From the right)
Also add Tiles to the same layer
Filter > Stylize > Tiles (About 10 number of tiles/10%/Backround color)
Then add a Gaussian blur of 1 to the same layer
Filter > Blur > Guassian Blur
Set the top render layer to Overlay (This will make your sig look darker)
Increase the Brightness/Contrast by 20/20 of the bottom layer
This adds depth and makes the colors more intense
Now add a Glass filter to the bottom layer of about 0.3-0.5
Filter > Distort > Glass
Make a new layer on top of others
Then add the commonly used pattern stamp

(I take no credit for that tut)
Put a Gaussian blur of 1 on the pattern stamp layer
Make a new folder in the layers pallet named Render
Now place your render where you want to to be in the sig and put it in the renders folder
Now duplicate the render once and place it in the exact same place as the first render
Your pallet should look similar to this
Now set the top player to overlay
Increase the Brightness/Contrast by 20/20 of the top layer
Lower top opacity to about 40%
This ads depth and color looks better
Create a new folder in the layers pallet named Pen Tool
Create a new layer in the new folder and select the brush tool
Set the size to 3 px and 100% hardness
Select the pen tool and make a design on the sig
When you are done, right click and select stroke
Make sure brush is selected on the drop down list
And make sure the "Simulate pressure" is checked
Now keep the pen path up and select the brush tool again
Set the size to 1px and 100% hardness
Press f5
Check "Scattering" and use thies settings
Then create a new later in the pen tool folder
Go back to the pen tool and stroke the path one more time then you can delete the path
Here is what mine looks like so far
After that, delete parts of the lines so it looks like the line is behind the render
Here is what it should look like
And how here is what your layers pallet should look like
Now double click the layer that has the solid line going around the render
to bring up the layer styles window
Add thies settings
Color overlay changes the color of the line... use a color that matches the rest of sig
With the other pen tool layer that has the sparkle type things add this layer style
Then this is what it looks like now
Now you can add your own text and text effects/refections... what ever strikes your fancy.
