Make a new canvas in transparent mode with 10 x 10 dimensions, then get the pen tool and dot diagnal lines across, whatever you want, then go to;

Edit>Define Pattern & Name the pattern

Then you can use ;
Paint bucket > Edit > Fill > From the drop down choose pattern, then choose which pattern you want to use. You can also use Pattern stamp tool (S) to use it as a brush.

Dont think i explained it in the best way but thats how you do it

One question, when I make my borders how can I customize them so that there rounded etc?

Tried it with a big peice of art. It looks okay.
Also, where are you getting those awesome C4Ds, The one you put instead of the smudge background was awesome.
