It's obvious that this works, just take a look around Thayd for example. Win trading is a requirement if you want to do arena/BGs atm and most end guilds do regular wintrading for every new character that hits 50. Since almost everyone does it even more people do it to be able to keep up.
You sit on VOIP with players from the opposite faction and wait until you get a queuepop at the same time. You join the arena and one team leaves (without losing rating) the other team gets rating. Repeat and swap who leaves untill you reach desired rating.
I do not like wintrading and consider it cheating, but like i said earlier, it is required if you want to do arena/BGs. And in case Carbine decides not to delete/remove all the PvP gear in the upcoming patch, only the ones who wintraded before that patch will ever be able to play (win) arenas.
If Carbine decides to ban people who wintraded (they mentioned they will take some action, and people speculate about incoming bans) They will lose maybe 20-30% of the player base and of those people many hardcore raiders/PvPers.
