Can someone explain how to minimize the effects of Ice nova, otherwise I play on the CoC cyclone and I have small problems because of this, it is advisable not to completely disable the effect itself.

Try my setup. I completely disabled Frostbolt as it's not needed + reduced smoke mine and ice nova effects. Remember to make a backup.
Paste it in .../new/Custom folder and check "custom settings in poesmoother"

The wiki specifies the path every spell is located.
Here's a snippet to grab the text that is sometimes not fully shown ( css elipsis kicks in to shrink the full path )
Code:
$('span.item-box > span.item-stats > span.group:nth-child(2) > > em.tc.-value.u-truncate-line').text();
Go to any spell you want on the wiki; IE Black Hole Vortex Effect - Official Path of Exile Wiki
Press F12, go to the console and paste the code above. It will give you the full path to copy.

Edit: Although it's not exactly the right name, and this example is poor because I chose an MTX and not the actual skill ( I found the MTX from the skill name ) it can help you find skills much easier.
Would you guys like a small online tool where you can write the name of what you're looking for and it will display all that information without going through the trouble?

Dear Developer.
My ps4 broke down so I started playing on the PC in anticipation of a salary to repair it.
I noticed that my FPS is greatly reduced at the time of the monsters death.The more monsters die at the same time the lower fps is. Is there any way to influence this moment with the help of your program?

Try texture pack x4 first, should help.
