Soft hack users (PoeHud, Garud's) are still GGG consumers. They gave all people a sign that they are concerned about botting and don't agree with it (and did much work to reduce it), but they don't want to loose soft hack user clients which also buy MTX. It's clear and fair, as noone smart undercutts the branch on which he sits. From the business point of view it's fairly more economical to work on additional features which would bring more potential MTX users while having 10-20% "soft cheaters", than to put all efforts on work for 100% cheat free game with less players because of their lack of new features boredom.

Indeed they were more interested in catching the people that were 'ruining' the races with the maphacks etc.. too many early vocal donaters kicking up stink, so they had to keep a certain percentage of those happy...its silly really GGG could actually integrate the 'hud' into the game and then themselves could probably 'flick' a switch (technical term for a a non programmer ;P) to enable /disable for the races themselves..that way everyone is happy.

They did go after the hud, from the module handle and from the maphack when we had it...
I think they'd be perfectly happy getting rid of all cheaters but they probably understand it's not feasible without doing great changes as to how the game is layed out.
