file a police report against him, im sure you wouldnt get the account the least you can do is get a police report against him, and with proper evidence provided im sure they might arrest him. Australia takes a serious stance against cyber crimes.
All in all, just trust repped members and for non repped members you need to have a lot more details to cover you on paypal
Not forget to file a police report against him, and really the next time just buy one new account from Blizzard and get the Lvl 90 upgrade! Gear can be earned real fast and Cheesements really not matter, pets and mounts are just skins and you can only use 1 to start with!

I have bad news for you.
Here in Australia selling accounts such as WoW is considered illegal. The sale of in-game items and gold however is not, just got to pay the appropriate taxes on the income received.
Since this based on an illegal commodity there is no protection for you that allows for recovery of the money under consumer protection laws as legally you had no contract in place*. You could take him to the Small Claims Court (since the value is <$10000) but you find them unlikely to help a lot here given the former. You could try to sue him to get it back but it would get thrown out pretty quickly as the transaction was illegal.
If you report to the police and IF there is enough evidence they MIGHT be able to charge him with something (I doubt it tbh since you don't have much concrete proof (screenshots are too easily manipulated) at present) but they would likely charge you as well.
In summary however this is a risk you take when you enter into business with people trading in virtual and legally questionable goods. Unfortunately for you, you got stung this time. And a lawyer from another country will not be able to do much other than threaten at a distance with hot air. Not to mention costs would be higher than that of what you spent in the first place.
(*-A contract in Australia can only exist if it is legally enforceable. Since this is not the case, in the eyes of the law here you have no contract.)
