ok i been trying to learn to script my idea and when i look at examples my eyes cross as i know nothing about c++

here is my idea for a custom script, i was wondering if anyone likes my idea and knows how to make it happen can you help me understand how to impliment it and script is sort of a tutorial if you will?

You get a special item/consumable/elixar. and when you use it an npc appears that gives you a timed quest and this quest can only be accepted by the one that summoned the npc(so ppl cant share the npc and go there too.) and this timed quest sends you to
gmisland/custom location x,y,z loc, when you get there the npc sets a timer(30 to 60mins) and you have that amount of time to buy anything you got enough gold for i have massive mangos mall in gmisland. for them to buy from.
after the time is up you get teleported back to where you was when you originally summoned the npc
if the person logs out the timer still runs and they lose the time in gmisland. so they cant log in buy an item log out log in log out and delay the timer etc...
