changing , to . on pc :?

Okay im running Windows Vista and a program i have needs i have . in my decimals. Since its a program i cant change the program itself >.< I hope someone can help me cuz idk what to search on. +Rep to hoever helps ^^

Example on how it is now:
32,09

And i want it to be:
32.09

Control Panel -> Regional and Language Options -> Formats Tab (the default one) -> Customize this format... -> Decimal Symbol field -> Type . -> OK -> OK -> Close Control Panel

You might have to restart your computer afterwards, I forget, but that's how you change it.
