Exception error after 19.8.26.0

Seem to be getting this error with some but not all plugins as I reinstall them. I'm sure this is operator error but I cannot find where I am in error.

You may be blocked by operating system's file write restrictions. Do not use any of the default folders that belong to the operating system. Try using the root directory of the hard disk, and if possible, using shorter defined folder names.
