    Rifting without keys?

    My older brother paid an online service to "upgrade his gear" ....They have done over 800 Rifts already and he had no rift keys. They have not done any bounties...I can see his profile. Does anyone know how they can rift without keys? Im wondering if they are using a hack and he might lose his account?
