Do you own every detail? Like the Security Answer? And the Name and Birthdates? Change them all. Everything.
The most important is. Do you own the Cd Key
I have the secret answer and the name, but not the birthdate. Then again how do I change all those details? Don't you need like a legit ID or something to get them changed? Unfortunately no I don't have the CD-key =/

afraid, but considering the reputation of the scammer well I don't want to bother wasting anymore time/money on those accounts.
There was actually a post about this on blizzhackers awhile back, it was about a loophole in their system and how to use it to scam people who buy accounts. Essentially if you first send yourself a e-mail reset, prior to having your buyer change the account to his/her e-mail, the original e-mail you sent yourself remains active indefinitely and can be used at any time to recover the account. Their "plan" was essentially to wait out the 30 day chargeback period on paypal and recover the account reclaiming it and all of the victim's gear/gold. I have personally purchased an account and timed it out so that by the time the 30 day period was over, I had deleted all of the original owner's characters and created/deleted more to eliminate the ability to undelete them (4 level 60s) left nothing but mules, deleted all of the remaining scrap gear/gold on the account, and had sent myself 20+ recovery e-mails to recover the account at any time without notice should the original owner decide to try to recover it at any point. It's sort of like, scamming a scammer in a way.
