Is this program possible?

I would be interested in a program that once I mouseover an item in the ah it gives me a rating according to the custom weights I've given it.

so if I weighted vitality = 2 and all resists = 10

an item with 100 vitality and 40 all resists would score a rating of 200 + 400 =600

what are the chances of finding a program like this and avoiding bans?

I dont think you`ll find ready program of such kind, but this is not so hard to develop. You should not be afraid of bans if this program don`t simulate searches, navigation & etc.

thats like the gear score addon for wow, that would be really kinda sick,

It would be simple to avoid bans since all you do is read memory (which can't be detected iirc). the "score" couldbe drawn on top of d3 window, this could produce some lag but it should have minimal impact. Else results could be shown in a program window outside of d3.
