Wizzard head can spawn with affix which makes it lvl 61 item.

With this you can obtain RoS crafting matherials before the expansion is out thus getting a little head start. My friend playing wizzard got few of those drops but it seems so far only wizzards items are bugged so they can spawn with affix for RoS and having lvl req higher than 60.

If I recall right, the affix that causes this is ap on crit, I'm not certain anymore though.

This isn't an exploit. It's intended. It lets people "get their characters ready".

This is hardly intended. If it was the items would be droping for all classes and not only for wizzard with only one type of enchantment. I think blizzard overlooked this and will fix it when they find out.

you can only craft with the new mats when you upgrade your blacksmith, since u need 1 Dragonbreath u wont be able to craft till ROS.

i had a lvl 61 wizard hat in my inventory before the patch. It was converted in a lvl 60 item and gave salvaged lvl 60 tear.

and lvl 61 wizard items do not drop anymore.
