I've seen it from a rare once, and it's almost a 2nd job to buyout lowpriced 60 rares for salvage.
About 200 rares salvaged within 10min, 1 brimstone.

It's listed as a 0.8% chance from salvaging blues, don't remember what it was for rares.

At 20k per brimstone (ignoring fees) it comes to about 160g extra per blue salvaged due to the chance of a brimstone.

This has happened to me 3 times when salvaging items with a gem socketed in them. I always socket now before salvaging if possible, maybe it increases the chances?
