Question about bot/script

Im pretty new here but I have a lot of years on other bot softwares (although i have no clue about coding) Is it possible to make a bot that the only thing it does is check the time of an ability and cast it after is over?

It would be real easy to have something that just casts the skill over and over you could set how often you wanted it to do so.

I was looking for something that would cast caldrops, the max is 5 after the 5th one it takes the last one away. So i would like it to cast 5 cadrops and then wait 12 seconds from the firstone casted and cast another one and so on.
