I am a bit confused, the link is 10, the file is 10, in game it is 10. So why would you think it is 9?

yes i fully extracted with two different tools windows default and winrar

Windows default has issues with it. Is your winrar the latest, as people seem to not want to update anything.

Yes, deleted everything included any LUA files in SavedVariables.
Extracted with latest 7zip.
I still have 4.6.9 ingame.

Hermes scales the vanilla api to legion api. So makes new addons work on vanilla clients.

Deleted my addons and wtf folder.
Logged in to get them created.
Logged out and installed ONLY Rested exp.
Still 4.6.9.
