    Isn't the first one just a screenshot from the PTR, while the second one is a screenshot from Live?

    If so, it's just Photoshop work :/

    Was thinking the same, don't think the guys over @ MMO Champion have such tool Would say its just screenshot of PTR Tooltip and Live tooltip

    MMOChampion does it with CSS, HTML and JS. Nothing special. It's all hard coded in, or retrieved from wowhead. As for the tool its not released so there is no name.
