I manage to edit what i wanted to in the "characterfacialhairstyle.dbc" section, and pack it into my MPQ
however WoW will not read this edit, (of course i have WoWme and forcelaunch.dll)
is there any way i can make this edit and have wow read it? or another program i can get to force wow to read it?

You wrote it into the configuration file coming with the ME fix?
You copied the fix and all the files included into your wow folder?

Otherwise I cant think of anything else :\

Are you sure the treepath is exactly:
DBFilesClient\CharacterFacialHairStyles.dbc?

And u don't mention that u have the .cfg in ur wow folder aswell, as Gorge pointed out.
