U dont combine .blps. Theres no way to do this. U have to database edit, which is pretty advance

Not completely true, blp -png converter found well... anywhere. Texturemaker3 or photoshop. Combine, then resize. Done combining.

Not needed at all for what you described.. Its all about the dbc edits.
BUT like i said.. you can combine /make anything you want.
