In-game object moving tool?

I don't know if this goes to the right section but is there a addon or something that would help the object spawning at wow. I get tired of teleporting underground, spawning house and coming back up to see if it came low enough.
I once saw this Object Manager thingy but I searched and it seems like its not been released. So I would like to know if there is a program in-which you could kinda like move the objects with your mouse.
