Two .MPQ cannot be applied at the exact time?

I am currently having a problem of using 2 .MPQ at the exact time.
The two .MPQ i have attempted to activate at the same time are:
1) Human -> Undead
2) Noggenfogger -> *Duskwood etc.* Worgen*
My model changes depending on which file is first in the filing order.
My question is, how do i activate both without one canceling each other by being first in the filing order.

they should both apply, if they dont open em with MWCS and extract the files and put em into one mpq. But if they are both named lets say patch-3 and patch-4 they should both apply. Link me the downloads and ill merge em for u if u want
