Change Item tooltip?

I was wondering if it was possible to change an Item's tooltip/title and stats, although not actually changing the stats will effect the character, but only viewed on your screen. So for example I want to change this item called [Wooden Sword], which has +10 Strength.

How can I change it's title and stats, to say something like [Steel Sword] that has +20 Strength, although changing the text doesn't change my stats. Make sense?

Possible through Cache Editing, how exactly, I don't know.
However, you can go all out of your way and do it the extremely bothersome and noobish way which I do happen to know.

Create private server
Delete item you want to edit
Use WoW-V to create what you want the item to be with the old itemID
Go ingame and add it to your bags so its in your cache
Change realmlist back to retail

It should now appear to be your custom item, but in fact is not.

Is it possible to perform this in a patch? without having to create a private server?

I'm quite sure this isn't the only way, but a patch isn't it.

You open item tooltip
'Cache' is checked for the information and displays if available; if not:
You request the item information from the server
Server sends
You recieve and save in 'Cache' folder.
Repeats.

So you have to either trick it with a Private Server, or dig in the files manually (this being the part I know nothing about).
