How do I add a race on the character creation menu?

I saw a thread earlier with a custom race, and in the screenshots I saw the character creation menu and it was a new race, it didn't replace it, here's the screenshot:

How did he do that?

It appears as though you need to modify not only the DBC files to allow for it to appear correctly, but you also need to modify the Interface\GlueXML files. Unfortunately, unless you have a custom sig creator, this is going to be an issue because the client matches the files to the sig, which is a 276 byte file containing the file signature. If they don't add up, then the game says that you have a corrupted interface and that you should re-install (don't re-install, obviously. Just change the interface back to what it was before). With that said, I'm still going to see what I can do.

Edit: Forgot to mention that it only checks lua and XML files. Blizz could care less what you change the BLP's to.

Edit2: The digital signature file contains a 2048-bit (strong) RSA key followed by an SHA-1 hash of the files. Apparently the default key is stored in the storm dll or something.
