Editing tooltips and quest text posible?

Hi i have 2 questions.

1st. Are the quest text saved on servers or are they accesable trough my warcraftstudio , and if so what path?

2nd. Is it possible to edit The spells name and tooltips and what is the path?

You cant edit quest text...maybe with CE...but idk much about that...(Cheat Engine, maybe edit it temp? or WPE maybe?)

Spells is possible, They are in the DBC files. but...i dont think you can save your spell.dbc again, due to its to big for any program to handle without errors...thats atleast how it used to be when i tryed these stuff.. :P
