What happened to ChrRaces.DBC?

I made a Draenei to High Elf mod and found that I needed to remove the ChrRaces.DBC because WoW wouldn't read it, but now I can't find the file in my WoW folder to update and such.

SO does anyone know where it is now and how to access it so I can fix the feet and helm issues in my mod?

Also, does anyone know how to do a voice fix? I wanna use Night Elf voices for them.
