Hello there.

I am planing to skin my Ud male to Gnome male. And im also planing to make some other design in Ironforge like make the floor/wall's diffrent color and make water to lava and such.

But what programs would i need to be able to skin my character and make some other design on my private server?

Try this link.
Download MyWarCraftStudio, that's the core of everything, the most basic program.
Look for BLP Convertor there, you need it to reskin floors and walls
And you might need DBC Editor the race swap.
