Maybe with cataclysm terrain phazing you can add levers to change water levels...

Terrain phasing already exist, as blizzard said at blizzcon. Also DK starting area is made with terrain phasing (which is how buildings change) So if you figure it out, you can do it already :P

In the DK zone the terrain is not phased, only the Gobjects (the houses are spawned gobjects >.<)
