hello, I could say as you do for creating the error maps without water?, is that once I keep my map with the noggit, I see the water :S

Nice world built there.
You can add water with this tool called Taliis. Download it here: http://www.mediafire.com/?gieyezxwwmt
Unzip it, and start Taliis.jar (you need Java for this)
Then open your ADT and then the name pops up on the left side. Double-click it
Now a list of stuff with appear under that.
Now with the name selected, click Edit -> Water -> AllWater
Difine the Z coordinate where the water should go.
Do this when you are completely finished in Nogg It. Because nogg it is known for, sometimes to delete your water.

Yes, I followed your steps, once saved the noggit (without closing it), I opened the taliis, I've put a high water, and I have kept from him taliis, I ended noggit taliis and I re-opened the noggit, and it was perfect water.
Once satisfied that the noggit worked, I created a. MPQ which contained the following: "World/Maps/PVPZone02/PVPZone02_31_30.adt" and I have gotten into the data folder with the name: Patch-Z.MPQ, comes around well, but the water does not appear in wow.
Okay, then lets try a new tool, called CryectsTools.
Downlaod it here: CryectsTools.zip
Unzip the folder
Now put your .adt in the folder
Then Shift-Right Click on the CryectsTools
Click "Open new Command Window here" (or something like that)
Now type: "allwater.exe (here goes your adt name, with .adt behind, ex: PVPZone02_31_30.adt) (here write your Z coordinate for water, ex: 23)
Now click enter (an ex could be: allwater.exe PVPZone02_31_30.adt 32)
Remember, the .adt must be in the CryectsTools folder

If I add the water with crayect tools, I can use to save taliis "doodads files", and not being able to use, do not appear, any solution please.
