I really don't know anything about how to install mods on Windows, but I think that you rename it to something like "patch-8.MPQ" and put it into your data folder.

Yes ur able to use skins that doesent affect the game ... if its a model only YOU can see its totally legal ...

--- INSTALLATION ---

Windows: Rename the #######.mpq to patch-X (X can be anything from a - z ore 3 - 9), then drop it to your #:\World of Warcraft\Data and run WoW via ModelEditFix.exe (check stickys!)

Installing ModelEditFix.exe: Download the fix (check stickys on this forum) place it in your WoW folder and run it! (You can, right click and ''Send To > Desktop (creat shortcut)'') and run the fix from your desktop!

That is not entirely correct, certain textures or model edits could enhance gameplay at your advantage. For example herbalism nodes. But blizzard doesn't really care so...
