I think it would be great if he told us where these new water files are? Is it just a looping .m2?

Such things are made with shaders, namely ProcedualTestWater. Shaders modify geometry (waves) as well as textures on the GPU. There is no M2 containing water. Its just a simple TRIANGLE_STRIP (I guess.. it could also be quads..) being modified via these shaders.
Its sadly not that easy to get ingame and I therefore cant supply a patch doing it.
While this is all good, and you are extremely talented schlumpf, the reason WoW doesn't look like crysis is because it's aimed to work on any computer. So the designers have to make stuff like this without needing a super computer.
What's next, animated ocean waves for the new water zones?

Wow man, it's super awesome and interesting, it will be great if you make a tutorial to "install" the new water :P
Personally, I don't like the new water everywhere, only because it really makes the old crappy world textures really striking. It looks amazing in the goblin zones ... but look at the videos taken from vanilla zones with the new water. Unless these zones in Cata get updated textures, the new water is just going to clash horribly.
Just my humble opinion, though.
Like how he almost said in the video "I feel like the game's almost finished" then promptly stopped himself because he knew how far out of proportion that would get blown. xD
