How do you know it's not related to .BLPs schlumpf?
I tried seeing how large those files where though and they're not exactly large... 72kb I think each of those 'parts' where for some reason. I did it about two weeks ago so sue me if I'm wrong. I personally think they're trying to improve texture quality somehow.

If you notice it's in a UI folder... perhaps race specific UI's for specific things in game.
