I'm sorry to burst your bubble, but i dont think that Primal nethers are going to be BoE once 2.4 is released, simply because of the fact that in the 2.3 ptr for instance, the new low level blues were BoE and sold like hot cakes on the ptr but once 2.3 released they were all BoP, like they were designed to be. I feel this is going to be the same for 2.4 for nethers and vortexes (nether vortexes are BoE on the PTR btw also), because on a ptr the content needs to be experienced and tested, whereas on the actual servers it just needs to work.
now if they are going to be BoE that would be fantastic, but going with how PTRs have been before i find it unlikely

Ofc Nethers will go BoE in 2.4. It's the last big patch before WotLK and they want as many as possible to have a blast the last months in TBC.
Without all those goodies then Blizzard think they will lose to many players I guess. Or else they would not nerf all attunements, giving BT quality items for badges, improving bossloots and gold etc.
I would be suprised if Primal Nether/Nether Vortex still are soulbound in 2.4.

Conversely, with the new Void Crystal split into shards thing, I'd wager that the Void Crystal price will go up quite a bit.
They have updated the mats required for the new tailoring gear, which now include shadowcloth, so shadowcloth tailors are in luck.

Not sure about the blue quality gems. They might drop in price. Why? WoW Forums -> Brilliant Glass New JC ability to combine green gems to make a blue gem. I expect green gems to go up a little in price, while the blue gems go down.
